Richard completed his undergraduate studies at Kansas State University, and subsequently earned a master's degree in economics and a Ph.D. in applied economics from the University of Minnesota. Additionally, he was an adjunct professor at the University of Minnesota College of Law, and taught economics in the St. Thomas University MBA Program and at William Mitchell College of Law. He has published in the Journal of Agricultural and Applied Economics, the Minnesota Law Review, the Hamline Law Review, and the Journal of Legal Economics.
